Arrest Referral and drug testing for young people

Applicable in: England and Wales
Arrest Referral and drug testing on charge schemes that are dedicated to drug-using offenders under 18 years old, have been established in ten pilot areas. Taken together and with other services, they deliver an end-to-end programme of support to young people at each stage of the criminal justice system. This is because they constantly allow for the identification of those children and young people who have, or are at risk of developing, problems with drugs, assess their needs and direct them to appropriate support and treatment services (Home Office 2004).
