In Wales, from April 2003, specific funds for drug use (including alcohol) services were allocated as being 0.4 per cent of the Local Health Boards’ discretionary allocations (NHS Finance Division 2004).  This was raised by 5.04 per cent for 2004/05 .  (In 2003/04 in Wales, Local Health Boards’ discretionary allocation was £1,857 million, in 2004/05 this has been raised to £2,185 million; NHS Finance Division 2004.) To enforce this spending, from 2004/05 onwards, Community Safety Partnerships will confirm that agreement has been reached locally on the planned expenditure and that it complements the delivery of the local drug use strategy (Welsh Assembly Government, internal communication).
